The Chief Justice of the Supreme Court of the Virgin Islands, Honorable Rhys S. Hodge, the Presiding Judge of the Superior Court of the Virgin Islands, Honorable Harold W.L. Willocks and the Administrator of Courts, Regina Petersen are pleased to announce to the members of the Virgin Islands Bar Association and the general public, the launch of the Superior Court Enterprise C-Track Case Management System (CMS).
The new system is scheduled to “Go-Live” on Monday, February 24, 2020. Accordingly, the public is further advised that Superior Court’s legacy system, ENACT, will be down effective Friday, February 21, 2020. During the transition period, All payments and filings will continue to be accepted and processed manually.
The Judicial Branch of the Virgin Islands kicked off this two-year Case Management upgrade Project on January 24, 2018 with the goal of implementing a trial court case management system with public access to case information, online payment processing and a unified electronic filing portal for the entire Judiciary.
After nearly two years of hard work and dedication by both the vendor, Thompson Reuters, and the Judicial Branch’s internal CMS Implementation Team, the Superior Court is now poised to enhance and streamline case management to improve access and services to our judicial partners and the community at-large.
Mr. Kevin A. Williams, Sr., Assistant Administrator of Courts has served as the Project Manager for the entire project and credits the collaboration of Thompson Reuters and employees of both the Supreme and Superior Courts for their efforts in keeping this project on time and on budget. “The C-Track application will finally bring about tools to offer enhanced transparency, along with improved case processing for our staff as well as our litigants.”
The replacement of the Superior Court’s existing case management system with the Enterprise C-Track Case Management System is just Phase I of the CMS project. The next two phases include a staggered launch of Public access to certain case types, including but not limited to traffic and civil cases, with the final phase being the long-awaited electronic filing capability in the trial court through a unified portal for both the Supreme and Superior Courts, with complete implementation of this service by early to mid-summer.
The Judicial Branch Administrative Office would like to take this opportunity to publicly acknowledge the efforts of staff and more specifically the implementation team in bringing this long-anticipated project to fruition. They are to be commended for their unwavering commitment and dedication to this project, the timeframe for implementation and the overall improvement of service to the public.
